What type of rim Ben? It depends on the profile and type of center. Some are easy some are not.

I couldn't find rims narrow enough to suit me when I started working on the 35WC(front wheels). I bought a set of blank rims and set them up in the welding lathe. I clamped a plasma torch in place of the welding tip and proceeded to cut all the way around the rim. I moved over 1 inch and cut around again. I put the 2 halves together on the welding table and tacked them where I wanted. Remounted the rim in the lathe and welded all the way around. I burned through enough that just a little grinding cleaned up the exposed part and after paint you can't tell they were ever worked on.
