I've got a WD45 that was rebuilt a while back.  It had WC pistons put in the 45 block, which bumped up the compression ratio.  The engine runs great, but the throttle response lags then overshoots.  What I mean is that when you throttle up it's delayed for a split second.  Once it revs it doesn't ever want to stop and will essentially try to overrev.  Now when you start to throttle down you can balance it out somewhat, but the throttle balance is delicate because it's in a different spot when the engine is loaded and unloaded (just cruising around).  The only troubleshooting done was to replace the governor with a spare, but no change in function.  I haven't checked the timing yet, it may be too advanced?  I don't remember anything else that was done to it. 

Does anyone have any suggestions on what to look for?

Is something binding on the throttle rod, maybe the carb butterfly valve is sticking?  But I would suspect the new govenor also?

sure sounds like the linkages are sticking, unhook the rod from the governor arm and the carb and see if everything moves freely, also check bushing on the governor shaft that goes through the front cover

It was another old governor that was tried.  Who's to say that it was any good, it just acted the same way with either one so I sort of ruled it out at the time.

Make sure that the linkage that comes out of the governor goes across the front of the engine and pulls on the carb moves freely my WD started sticking their a couple years ago and acted like that.

Hmmm... how's ignition timing?  What's the chances your advance weights are binding, and once it picks up enough, they swing out, and won't swing back?

What about governor adjustment? With the throttle lever opened wide, the link from the governor should be able to travel about 1/8" past wide open on the carb when disconnected. If the governor isn't adjusted right, it might be your problem.

  i am with  BRIAN  start from scratch with the governor adjustments   differnce in governor wear can cause your problem

Shorten the linkage between the gov. arm and carb. by bending it down if every thing is free.    MACK
