This looks like the same machine they auctioned in Bourbon last fall.  Was a no sale.  It was advertised on here for the sale as well, may be able to do a search and find it.

I am the person that sold it originally on September 25th of last year.  It sold to an individual in the Bourbon area, who now has it listed on the Rolla website .  Looks like his plan of using it to grade his driveway didn't work out.  With nearly everything operated by hand, I never thought it would be much fun to actually try to use.

I need to get mine running...it was one of 11 owned by Spokane county.  It was converted to live hydraulic lift and power steering!

I was the back up bidder on the tractor,i had bid on 2 different ones last year
one was down in Conway MO.i think was around $2500.00 it was better shape.
this one in bourbon i believe stop some were around $2600.00
and i bought one out of Kanas for $1500.00 final got home after 2 years. 
and by the time you put good tires on the back of these it cost good amount money not including all the small things you never expect to be wrong.
after doing 2 WD tractor this last year spent way more than i plan and one i did not need rear Tires.

If it runs like it looks, I don't think this is a bad price. I hauled one from Lousiana to Indiana last year. It didn't run and doesn't look near this good. At this point I've got about $3500.00 in it, including hauling. I know it's hard to let go of that big chunk of money but a lot of times (if not most) it's cheaper in the long run. It would be a big plus to know some history or know someone to verify it's mechanical condition.
