is their any reason i cant use the spin on filter base for a d19 on my d17 series 1 262d

Yes it should bolt up and work fine

I don't kow about a D19 base, bit I think a D17 spin on base would be a change to a full flow filter system. More would need done than just a filter base change.
I wrote a knowledagebase artile about the change on a WD45 about 10 years ago based on Dr Allis's advice
