I took “tight engine” to mean won’t bar over… stuck…

But, does tight engine mean stuck from sitting around for decades outdoors???? or tight because the crankshaft has a rod bearing welded to the crank from running out of oil ??

I guess I mistook it too; thought tight was - good running engine - , bet its locked up
