I have a 190 xt , a 67 I believe that has the front block for a narrow front , but no holes to bolt on the pedalistal ; does it have the cylinders in there or is it just the bare housing

What you have is a blank housing.  Where you see the round place what you would think the narrow front would go to is where the shaft would come through for the pedestal.  and if you would have the block out of the tractor you could see where the piston would be for the steering setup.  I have an interchangeable block I would sell you if you did want one. With everything in it. Thanks!

Did that same housing get used till the end of 190 production or did they cast another type later? I have never looked under any 190s.
