It appears that screw B, plate lock, was ripped off at the attachment with the left plate. I have both the screw and the threaded part. The plates appear to be locked regardless of the screw being missing. Is this press fit into the plate or threaded? Repair suggestions? I'm inclined to clean up the end so it fits square and weld it.

the two plates are held together with a snap ring #34... if the NUT is ripped off the plate, yes you can weld it back on to thread  "B" into it..
