Our d19 has started revving on its own. It will idle down with the throttle but will revv up on its own. We checked all the linkages. Nothing was bound up. So we pulled the governor off the motor. Everything looks normal. We can spin the gear and hold the weights... is that normal. To our thinking the weights should be attached to the shaft.

You have diagnosed it correctly. I don't know if there's room to weld it or not.

If I do weld it do I have to be concerned about balance? The chances of finding a new or good used one are gona be tuff!

The weld will be almost in the center of the rotating mass, so balance won't be an issue.

Hopefully this fix works. My grandpa bought this tractor new so it rather special to us. It grinds two loads of feed a month and rakes hay.
