my 37 wc has one dowel in the left hud and five studs .  does the dowel pull straight out or thread out ?  or deas the hub have to be removed to get it out from the inside ?

Parts Catalog doesn't illustrate the Dowell as having threads, appears to be a press fit in to a blind hole.

I’m pretty sure that it screws out. We never tried to remove the studs from our ‘37…but our ‘38, ‘39, & ‘41 WCs , as well as our ‘39 RC all have tapped threaded holes in all six holes. I’d try a small pipe wrench or one of the outside “gripper” type stud extractors.
