Or More appropriately the hydraulic pump sounds like this. 

1951 CA 

Had the Pto housing off to replace gasket. I also disassembled and cleaned the hydraulic pump. I took alot of pictures during disassembly and used shop manual for assembly on the hydraulic pump. Pulled alot of sludge out of it. 

upon reassembly, the pto works fine when the hydraulic lift arm is in the down position. When in the rams extended, or up position, it chatters and sounds like a gatling gun and the belt pulley get a whin to it.

once this happens, the pto engagement lever will not disengage unless it is reversed (assuming taking tension off the hydraulic pump cams)

I inquired at a shop and was told it is the pressure relief valve that is making that noise, however it did not do this before cleaning, and also doesn't sounds right since it does not go away regardless of where the lift arm is besides the down position. 

unfortunately I found this after getting the fenders and deck back on the machine. expecting to take these back off, drain, and inspect.

It is a 1951 CA. I updated the post to reflect this as well.

When you engage the PTO lever the PTO shaft spins and the Hydraulic pump turns and pumps oil back to sump... When you pull the Hyd lever, you direct the oil to the cylinders..

Seems like the pump is working ... BUT when you pull the lever the "noise" starts.. So i would think that means the pump is dead headed.. I would think something got assembled wrong.. If it was the RELIEF Valve, the cylinder would extend, then RELIEF when you hit full pressure at the end of stroke.... unless you blocking 90% of the port to the cylinder and building up pressure in the valve and pop the relief... But either way, something is assembled wrong..

The adjusting screws and arms on the OUTSIDE of the valve were not "readjusted" and bottomed out ???
