My throttle goes about halfway up before the engine starts to rev up. Is something worn out or does it need adjusting?

Push the lever to WIDE OPEN.... Check the governor arm to see that it is WIDE OPEN.... Look at the Carburetor lever to see if it is WIDE OPEN..... If everything on the governor and carb is adjusted right... go back to the lever, loosen the square set screw and push the 1/4 inch rod forward 1/4 inch and lock the screw back down...

Ok everything you mention seems to be ok. Have not adjusted the rod yet, seems like a 1/4” wouldn’t do much. At idle position to 1/2 way does not change anything. At 1/2 it goes to full throttle. Nothing in between.

I would assume an adjustment of the lever/ rod would fix that... If not, we can give directions on how to "SET" the governor to the carburetor linkage.

STarting at the carburetor lever, there is a ROD that goes toward the radiator and pins to the GOVERNOR cross arm running behind the radiator to the governor.. Pull the carburetor ROD off the governor cross arm....

Push the hand THROTTLE lever (at the seat console) WIDE OPEN ( full forward).... see that the lever / spring on the governor has been stroked FULL OPEN ( spring stretched)....

Now go to the carburetor and pull the ROD full forward toward that Governor cross arm that you disconnected.. ( make sure the rod moves smoothly from the stop to full forward. Make sure the carb ARM is not dragging on the engine block wall....pull the ROD all the way forward... See that the carb ROD lines up with the HOLE in the gov cross arm.. If not, BEND the arm forward or back until the rod just lines up, and reinstall... test again.
