Help on steering on WD45

My brother has a wd45 with the wide spaced front  wheels, the tractor has set for a year and I  helped him get it running yesterday.  Problem is that the steering is locked up, will not turn right or left, has fluid etc. but nothing moves but the steering shaft a small amount when you turn the wheel.   Any suggestions? Thanks for any help.
Any ideas on this, Help please. Surely someone has had this problem. We have never worked on a frontend on this tractor before, any idea what to look for? I work on classic cars and hot rods, not tractors.      Thanks

He said it has fluid, so I would think that it has power steering. Take the steering shaft loose at the output end of the torque generator and determine if that is the problem. If the torque generator is okay then jack up the front end and check to see if the spindles are stuck, I can't imagine that they are but it is a cheap, quick thing to do. Oh yeah, is the belt on the powersteering pump and turning when the engine is running?
 
Basically narrow down where the steering is stuck, we can help you from there.

My WD45 with Char-Lynn power steering steered like tank until I got the hood off and added ATF fluid to the power steering reservoir....now it steers GREAT!  Mike

If it is factory power steering, the needle bearings may have come apart and are locking the gears in the steering unit.    MACK
