Think it might be a chicken feeder but it the openings seem too narrow for a chicken to get it's head in?  It's 38" wide and 12" tall. The fluted piece across the top rotates.

When I started working for the Auctioneer about 12 yrs ago you couldn't get a bid on metal chicken feeders & nests unless it was a big pile for the scrap guys and the wood feeders we threw in the dumpster or burned. That feeder would bring $100. or more now! There was a nice metal 3 over 3 nest at Auction last summer I thought I'd buy to give the hens more room. It sold for $250.oo  The hens are still sharing nests...Harvey
