You can buy after-market ones and add in the specific special piece from your old IB/WF fender.   Steiner Tractor ??

I have a set of C fender hanging in the shed that I would sell if they would work here in Ohio

IIRC, the IB fenders are very similar to WD/WD45 fenders. I believe that's what guys are using for replacements.

When I restored my IB years back, I used WD fenders and had my body man move the brackets over and fill in the hole in the middle.  My body man then drilled the holes where they belonged for the IB. I had some dough tied up in them fenders, but they came out nice. It was way to much work for me to change em' over. I'm no body man by no means. They came out nice and looked great on the Tractor. The originals were toast, but good enough to use for patterns..
