Can anyone help me with how to set the valves and timing on a WC.  What is the measurement when setting the valves and is the timing set to TDC?

Are you in the process of reassembly? If you had the cam out or the crank out, the cam has to be timed to the crankshaft first. What kind of ignition do you have? Mag or distributor?
If the engine hasn't been apart run number 1 up on compression stroke and set the valves .011 cold. They should be set at operating temp to .010. You can crank the tractor over one cylinder at a time to do this on each cylinder.
 I'm sure by the time I get this typed there will be others that answer your questions better.
