why would someone do that to a bolt with no threads and i belive thats the original paint on the end

I think that's the way the older ones were. Many got converted over to six studs/nuts.

i just looked up the parts and it says dowel 2 required my right side had one stud that the nut stayed on and the stud came out i would bet thats the one that had the dowel
