A model B or C would be an excellent choice. They're small and very simple, especially if you get a hand start model (less wiring). They're also a good size to work on if you don't have much equipment or many people to help you.

It also depends on what you want to do with your tractor. A WD may be a better choice if you need a slightly bigger tractor with live PTO, but it's going to be a little more complex.

If you just want a resto project... B is a simple tractor and parts are not way too big to handle.  Old WC was also simple but the parts are bigger and they are not quite as useful for most folks due to the old design.   If you want nice things like a hydraulic lift the tractor complexity goes up but it also may be more useful for you around the house.

You might also consider the weight if you plan on taking in any shows. Anything bigger than a CA needs a decent capacity pickup and trailer to haul it.

CA is the more modern version of the C with a better rockshaft lift that can be converted readily to 3 pt or used as snap coupler for AC implements.   Also a four speed vs 3 speed and hand clutch that does not stop the PTO.  Easy adjustable wheel tread, etc.
C and CA is still small enough to move around but B is definitely easier to haul.
