I have a old mower for my allis chalmers D17 and it has been converted to have a three point hitch on the snap coupler tongue. However, when I hook the mower on the tongue of the snap couple sticks out to far that I can't lift the mower up very far and also the mower is too close to the tires and hits them. Is there a way to move the mower back or am I doing something wrong.

can you get any pictures posted so we can see what your set up looks like? 
sound like something is weld up in the wrong place when the 3-point adapter was installed (maybe)

Sounds like your conversion hitch is for a CA, D10/12 instead of the larger tractors.

looks like your lift arms are to short, can't quite tell, but you need about 5 more inches in length.
you can try drilling new holes in the flat stock on the bottom of the draw bar and moving everything back.

I had a similar issue with some implements and my D17. Started using a quick hitch to push the implement back from tires 6”-8”
