My Ca had been overhauled before I bought it. It does not turn the RPM that the book says it should. I know you bend the rod in front of the engine to adjust the rpm. What way do you bend it? I am assuming to raise the RPM you would bend it so that it would pull the carb open more correct? So I would bend the rod away from the engine more.

Also, where is a good source for a CA governor spring? My governor opens incredibly slow. Not very snappy at all.

You should bend it so when the throttle is positioned at WOT, the carb rod should come just shy of slipping in, ie you will have to pull the governor rod back slightly.  High rpm is actually set by the set screw on the carb if the governor is adjusted right.  I would take the governor cover off and insure that your weight/thrust bearing is not excessively worn before doing the above.  Then adjust, then make the decision if you really need a new spring.
