My expert crew was absolutely no help so here I am.  Found these two in the Father-in-laws stuff and I don't have a clue, they are about 1/2" thick.  They fold completely around and and you can make out how they have double holes.  I thought maybe they were a special tool to hold something like brake lines or chain, I don't know.  He worked for a transport company for a wile doing hydraulics and repair to auto haulers.

Looks like a wire clamp/crimper similar to tool used for spark plug ends, just different sizes

JW, just type in picture of antique wire crimp pliers.  Looks like they are Klein 132-15 reversible wire crimp splice tool.  Never seen them before and when I searched that I couldn't believe it picture looks identical.

You got some fancy ones there...
Got a simple one here, a  Swedish Never Turn,  S&H CO N.Y. USA
Have used it in bending brake lines and forming copper tubing and crimping wire terminals and like the lock on it for holding small stuff still.
