A good bodyman can weld studs, pull with slide hammer, grind off studs. it's a 'stud welder gun', Canadian invention  BTW,... Guy next door does that all the time. New car tin is a LOT thinner than old tank tin !

You might try using the output of a shop vac to pressurize the tank which might push the dents out.

A shop vac can barely blow up a balloon, dents in a gas take a lot of pressure, Fill the tank with water and put it in the chest freezer, then monitor it closely.  I have also use compressed air.  Hook the hose to the outlet, Use a wide ratchet strap around the tank at the cap,   Set it around the corner of a building and with a regulator, slowly add pressure.

If it was fun to pull in LOW gear, I could have a John Deere.
Real pullers don't have speed limits.
If you can't make it GO... make it SHINY
