What would cause system to not charge battery if regulator and generator are working? Can a wire on or near amp gauge cause this? Thanks Tracy

I have seen many old ammeters crap out.  Start there.  If not, have a good look at your wiring harness.

Tracy, I had a 15II that had me stumped.
Re-worked gennie, all new good quality gauges and even changed out the VR as new wiring harness to boot and I wanted to start fresh.
Would run a new battery down with normal use and had to keep charging it.
If you had the battery out of it since or even unhooked the terminals it will need re-flashed with a jumper wire and the 3rd time I flashed it, she charges pretty darn good and can sit for months and fire right off.
Any time I unhook a battery on a gennie unit, I re-flash em' anymore.

With batt charged up and hooked to tractor, use a jumper wire to flash across the F (FIELD) terminal on VR, to the positive post on battery. Should see a spark when you touch it to the F terminal on the VR, only takes a second.
Can also flash by using a short wire between the F and B (battery) terminals on the VR.
This is typically required whenever the battery terminals are removed on the battery as in replacing/changing battery and I have had good luck doing it on batteries that have been run down completely that I have charged back up in the tractor.
Sometimes needs to be repeated occasionally on old systems.
