When a tractor was bought off of a dealers lot (new), were the "bolts" included with the tractor? Perhaps under the seat in a cab tractor or in a tool box on an open station?

No, the 3 bolts that the guys are looking for to release the axle wedge.

Yes, they came with each tractor that needed them. Needed for changing wheel tread width.
