Is there a spring on the carbutrator to pull the carburator back to idle?  The govenor is not idling the the tractor back.  Only spring in the whole link is between the Throtle lever and the linkage on top of the govenor.

You can adjust your throttle rod back at the lever. Unscrew the little square headed nut a tad, pull the lever back through the throttle handle, and that should bring it down to idle. If it doesn't, let us know.

The main vertical shaft of the governor wobbles - the top of the shaft moves almost a 1/4" - normal?  The throttle lever has very little if any function on changing the engine speed.  If the linkage on the carburator is moved to idle the engine the throttle lever will not increase the speed if pulled back.  How does the governor work?  Like the weights in a GM distributor?
