Does this seem correct for nib ?  what is NRFB ?  never removed from box?

It looks like a wheel cap and I am not sure when they started, the box shows damage the tractor seems flawless

I have one of those, not in near as good of condition. It's definitely original from what I see. The box is definitely from the late 60's early 70's. Right now at $66, I'd say it's a bargain.

I never knew Ertl produced cows in 1/16 scale.  I would just to have the cows from this set.  They do look a little small for 1/16 scale holsteins though.

I have 3 of the Ertl 190XT's, one is mine from when I was young, one of them is a Land Handler that was my cousins and the other one was at the Grandparent's farm.  All three of them are Series III diesels with gas engines.  It always gripped me that Ertl did that.  You look at the IH 66 series toys from back then (or even older, same goes for the IH '06 and '56 series), they had an exhaust stack, big rubber, cab or fenders, orange toys always get the shaft!!  I wish Ertl would have kept the orange precisions going.

Tractor looks original to me also.  It still has the staples on the flaps on the box from the factory which it common among these toys from this time period probably an early 70's.  This 190 was built in the same time as the ROPS Landhandler version it should have the fuel tank brace on the fuel tank also.  I think you might be right on your guess of NRFB.  No caps on the rear wheels also, just an extra well finished alxe that's a little larger around than most looks to me.
