Stuck TB spool, Any ideas?

I just had my 170 painted, and although to the painter's credit, they were very thorough, they did get some paint on the end of traction booster spool.  While out mowing I must have tripped the traction booster, because the spool went into the housing and won't come out.  The 3 pt arms are all the way up, and staying there!
I,ve tried getting pliers to pull on the spool but it seems to be jammed solid.  Any suggestions?

This time the TB arm is nice and loose, but the spool itself is stuck. Sure looks nice, but it doesn't work!
I am thinking of taking the cap and spring off the back of the spool, and using a punch and hammer to get the spool back out where I can try to remove the paint. Any words of wisdom on that?
