Just picked up B10 , tried to fire up. While setting points, seems rod which opens points moves very little. Is this normal?

As long as its opening the points the thickness of a match book its fine. Poor mans gauge, or .20 thousands with a gauge.

i had the same issue with one that i had, it looked liked it barely moved but it still produced a spark.
it's possible that the plunger is worn out.

clean and gap points make sure they open and close or replace,    check spark plug wire conector, if all is good there then pull the fly wheel and replace the coil and condessor

make sure the kill wire is not shorted out some where
