How far down should the inching pedal go down before the brake engages?  I adjusted mine per the bulletin TBran sent me and the brake engages when the pedal is about half way down.  I check this by turning the PD housing by hand while the guy I work with pushed down the pedal slowly.  I feel like I did something wrongly.  I double checked all my measurements and they looked good according to the Allis service bulletin (4.6 inch spring length and .25 inch gap between the spacer and the front adjusting nut all with the pedal down against the pedal stop).

If the clutch pedal is all the way down to the stop bolt(very important...to the stop bolt) there should be the .25" (1/4") gap between the spacer like you said. That's all you need to worry about.

I'll have to double check on that again.  It may have been stopping on something else, like the rubber boot or floor pad.
