I've seen this post several times and can't remember the cure. Is it the traction boost valve that is stuck and if so what is the fix? The arms go down after the tractor is turned off. There is a whining sound from the spool when you speed the motor up. I will pay better attention from now on.

Following Skyhigh's link, refer to the second picture where there is a bolt with 2 nuts - 1 is shiny. If you remove that bolt, there is a bushing in there that has rusted up. Take it out, clean it up, and coat it with anti seize, and you will be good for a long time. Problem solved.
