So, I replaced the coolant and filter. Cleaned the radiator fins out with the air hose then the pressure washer. It is still wanting to overheat... what next? Maybe thermostat?

Maybe so, and very easy to check.
 
Also water pump functioning.  Fan belts tight.  Foam in place.
 
What are you doing with the tractor and what are the weather conditions doing it?

I'm pulling a 24ft disc. I thought it may just be a bit much so I lifted the wings. It still wanted to overheat. I belts are tight. Everything seems to be in place. The weather has been nice. It's in the upper 70s to low 80s.

Sometimes, though rare, the impeller isn't turning even though the belts are turning the pulley due to a sheared key or broken shaft or something.
 
Should be able to just remove the thermostat in this weather to see if the overheating goes away?

Is this a new to you tractor? How long has it been giving problems? Has the radiator been rodded out by a shop? Is it one of those cheap replacement radiators?

as mentioned earlier make sure the foam strips on side and top of radiator are there and sealing off when side panels are on it.

Two new thermostats are in order. Then, after they are installed, run the engine at full throttle for 20 or 30 minutes sitting still.  Whatever the temp gauge needle says, should be approximately 180 degrees. Now, go and disc and if the temp gauge needle climbs up more than straight up, stop and let the tractor again run full throttle sitting still. If it cools right back down to that determined 180 degree mark, you have a dirty radiator (inside or outside or both), slipping fan belts, or lack of foam rubber seals around the whole radiator. You could also have a bad temp gauge assembly (very probable) or temp gauge sender.

They have 2 thermostats if only one opens they will only run hot under hard load

I've had the tractor almost 10 years. This is the first I've ever had the problem. Foam is in place.

I have 2 7060's.  Thermostats are a recurring problem & need to be replaced once in a while.

We have a 220 overheating. While working the tractor the temperature will be fine then all of. Sudden it will go to 22o degree. Will stop pulli g let it run at 1200 rpm and it cools down. I tried a new thermostat. The radiator has been has had a new core put in it within the last ten years. I put a new waterpump pulley on this spring. I don't know what to do next.

In either the 7060 or 220, if it is lack of cooling rejection capacity (dirty radiator or slipping fan belts) shifting down a gear or two should allow things to stay cool. A 220 is known for slipping fan belts. They are the size of a shoe string and must be TIGHT or the fan will slip at full throttle.

I put on a fan off a 7045 on my 210- really helped the cooling.  As Doc stated the fan belts slipped over 2000 rpm-  I fixed the problem by using an inertia pulley off an F2 - 71178651 and mounted it rigid on the front fuel pump drive gear pulley cover access plate so the back of the belts run on the idler and it pushes in and wraps the water pulley about another inch or so. Fixed the slipping and overheating.

Is it possible you have a minor fuel restriction? I have had tractors get clogged lines and/or filters that would run hot, then not cause problems after addressing the fuel. Maybe a long shot but might service filters and check the flow?

Adam is onto something! 
Dad's 7040 was running hot using it to disc after he got it. It'd get hot and then he did all of the preliminary checks and fixes of what might be causing it and finally the dealership turned up the fuel pump a little as it was not getting enough fuel. 
Never had an overheating problem after that.
So, with that said, having your tractor 10 years and it now starts overheating, you might look into the possibility of a restricted fuel flow.

That is absurd. "Turning up" an injection pump doesn't make the engine run cooler.

Sorry about the wrong choice of words doc. 
Being real tired didn't help matters any. 
I was merely trying to convey that the dealer made the adjustments needed to get the proper amount of fuel as it was ascertained that the engine wasn't getting enough. 
And I had the thought that was what my dad had told me when he was relaying the story to me of the issue of overheating and what they did after checking over everything else. 
Guess that i had the wrong picture that turning up the pump delivered more fuel. 
No misinformation was intended.

If the fuel filter or fuel supply was restricted just the right amount, that could cause the timing advance on the injection pump to not function correctly. Retarded timing could cause overheating issues. This could also be on a drawbar load that doesn't require 100% of the engines HP, so the Operator doesn't think there's anything wrong other than overheating, when it is really low on HP too.

In the case of fuel starvation, it will actually be smoking more than you'd expect considering it's short of fuel. It's a vicious cycle, not enough fuel to make the turbocharger work properly.
