Engine runs perfect except for a bad governor hunt at mid speed
Has been adjusted per service book...bad spring?
Any ideas?

I have never seen a 190's governor setup but on the 45 and D14 I have, the linkage was the problem.  Especially across the front of the engine.  I sprayed the linkage system with PB Blaster a couple times, then lubed with a silicon spray lube.  Hope that helps, good luck.

Make sure the throttle shaft ear where the linkage hooks up on the carb has not come loose. I have had that happen twice and will make the governor hunt as you describe.
