I see there is 4 bolts on the front (closest to the radiator) of the governor housing. Is replacing the spring(s) done from that side or does the distributor side have to be removed? From what the I&T Manual says, it sounds like it's done on the distributor side.

Guidance is appreciated!

I have a few pictures of what you'll find in there.  The picture on the bottom of the page shows a new spring installed.  http://home.comcast.net/%7Eold_allis/ac-wc-gov.html - http://home.comcast.net/~old_allis/ac-wc-gov.html
