On the hydraulic PTO the clutch brake can become worn, and not hold shaft from turning.. You'll need to acquire a service manual to learn how and where to check hydraulic system pressures. IF the PTO clutch is faulty they are fairly simple to repair. Have you tried to run a pto powered implement with the tractor? Does the drag of the implement stop the shaft? IF not you may also have clutch-pack problems. Enjoy the tractor, the 170- 180- 190 -200's are some of the best AC built.
