Do the manifold studs on a "B" cylinder head go through to the water jacket?  do they need sealant?

None of the heads I have ever worked on did. If the holes go into the water jacket it would be because someone sometime or other drilled to deep when drilling out a broken stud.

You can poke a wire or drill bit in each one to make sure someone has not drilled it deeper than they should have.
