Is it common for the starter rings on the flywheel to have a spot that it grinds and every time it gets to that position? Just purchased another C and it grinds and doesn't hook up. Pulled starter and Bendix looks brand new and is not gummed up, shaft is not sloppy and starter itself looks like it was replaced recently. Starter went back in and lined up with coned bolt. Hooks up sometimes but seems to get to a certain spot and it grinds and have to stop and try again. This is the 3rd time this has happened with 3 different tractors. Just my luck or am I doing something wrong?

Yep.  Engine always stops in 1 of 2 places due to engine compression.  So the ring gear only gets used in  2 spots.

Replacing flywheel starter ring will fix this or is there something else to consider?

Replace ring gear.  Might as well rebuild oil pump while there.  That's what I'd do.
