Has anyone installed a block heater on a HD16? I know there was a air heater option and an ether injection system but was there ever a plug in block or coolant heater option?

you will need a good sized tank type heater.  no options for one in parts book  so likely none of that type back then.  an 8550 engine uses an element type similar to the 426 engines that installs at the engine oil cooler, but the oil cooler setup is different on the tractor.  the tractor looks to me like it uses the converter cooler setup from the crawlers as the oil cooler and does not have the upright oil cooler like the crawlers do.
 
my 16 will start with a small snort of either down to 15-20 degrees or so.  below that is too cold for me to be on it lol.

I got her started and it had sat a couple of weeks without starting. Its been Zero and below here in Michigan. Started her up this past New Years Eve with a couple of shots of ether and a lot of cranking. My batteries are bad ass monsters and brand new. I also keep a battery pad under them so they are pretty strong. I wouldn't do it this year as its too darn cold to mess with but was curious if it was ever an option. A coolant heater might be another option.
