Got this from my Brother who worked the SDPWD outside LA. His recollection of why the Corps Of Engineers is doing the cleanup is due to human effect environmental materials releases. A lot of older structures that burned had various materials that could be released as the old asbestos shingles, fiberglass that did not melt but the fibers are now exposed, crumbling concrete which release silica dust and so on which could all lead to lung diseases as well if not buried correctly burnt wiring insulation ash and other collected plastic or resin based stuff could leach out to water tables. This was his take not any release info from the Corps.
