Does the governor work? Can you move the throttle at the carb and have it change RPM?

Check the carburetor fuel inlet adapter, it usually has a screen and that eventually plugs with varnish to drastically limit fuel flow.

The carb and inlet is clean and no it won't rev up using the throttle on the carb was hoping it was something other than the governor thanks. Rich

plugged main jet in carburetor? birds nest in air intake? mud dauber build up in intake manifold? Opening the throttle on the carburetor should affect engine speed. Broken throttle plate shaft?
