My guess would be no. I assume they all had one since the hand clutch system was designed for start and go action using a PTO driven implement in most cases.
But it wouldn't surprise me if some old farmer didn't order a WD with PTO delete to save a few dollars because he didn't have any PTO machinery.
BTW the experts will be along in a few minutes, Grab some chips and a drink :)
Regards,
 Chris

Base tractor was available without PTO, hand clutch or hydraulic pump. In 1948, the WD tractor tested in Nebraska had none of these features.

The parts manual shows covers for the PTO and Hydraulic pump locations, as well as a coupler to use instead of a hand clutch.
