Have you checked the fluid level? Next check the linkage from the control.

fluid is good linkage s hooked up when you pull the lever up it makes a single click sound like it is throwing a switch or something it makes this sound with tractor on and off as far as i know this has always done that

What series D10 is it?  If it is an early one, the pump is in the PTO housing and will only work when the PTO is engaged and your foot is off the clutch.  I had all sorts of trouble with mine, and turned out that the plungers in the pump were all gummy, then had linkage issues to resolve after that.  On the early ones, it is a pretty easy job to drop the pump off the side of the housing and check it over.  Good luck!

ok i have been doing some checking this is a plunger type hydraulic i pulled it apart and didnt see anything that looked bad the 4 plungers are all up but the small one is not as high as the big three about half and inch i guess . when i put it back on tractor i cut pto on and it blew oil out where i would mount hand control part. rams move freely the only thing i didnot pull off was the 4 big bolts on top of pump one looks like a nipple bleeder type maybe ......  still not getting any movement on lift any more ideas

there are at least 3 different D-10 hydaulic systems.  It's going to be hard to help you without knowing which one you have.  Is the pump kidney shaped and on the right side behind the drivers seat?  Does it have a hydraulic pump up front driven off the distributor shaft?  Does it have a set of spool valves on the side of the seat and a long handle on the right rear that puts the PTO into and out of gear?   Those questions define early with traction booster,  non-traction booster and late model.

From what you describe it sounds like you have the CA type hyd system whereby it runs of the right side of the PTO Belt Pulley - facing front.  You have pulled the pump and checked the cyls and they all move properly.  Linkage appears to be properly adjusted.
There are four screws on the pump that may be of help.  First see that the screw at the bottom of the pump attached to the tracton booster linkage is screwed in.  That will deactivate the traction booster system.  Then check up top there is a screw that brings the control plates together or separates them.  Check to be certain the plates are together.  This activtes the hold position.  Third there is a screw at the top of the valve assemtly.  That should be turned out as far as possible.  That will deactivate the delayed cultivator lift feature.  Fourth if you go to the front of the hyd pump there is a screw in the front of the pump.  Move this out as far as possible so the valve assembly will work freely.  If it is out you may want to move it in and out.  That could free the valve body and allow the pump to lift.
That is all that can be done from the outside.  Other than that you can get into the pump and remove the valve spools.  If you do be certain you keep them in diesel fuel or oil since they are so close-fit they could sieze.  Be certain the valves move in the valve body freely and are replaced in exactly the same manner in which they were taken out.
Hope that will solve your problem.
Hey, how about that for a 76 year old head who did this type of work 50 - 60 years ago.
Good Luck!

ps:  I think this is right but perhaps the experts here could be more specific.

thanks for the info bob gonna give them a run see what happens....   to the other post the hydraulic runs off of the pto switch sorry thought all the plunger types would, the tractor has traction booster . pump is on the right with long handle to operate it it is not a gear driven pump i have pulled it out and it runs on a shaft kinda like a camshaft....  remember im a motor guy never did hydraulics.  thanks to all of those who have tried to help
