Recently replaced a failed governor on my D15 with a used one. Now the tractor is really dead when it is time for the governor to kick in. I did use the original spring when doing the repair. Any suggestions on what I did wrong or what to do to get it back to normal. Tractor has always had a very responsive governor til now. Thanks!

Do you have a service manual? Tracy

Yep, I got one, didn't think about looking there. Do you recall if it says anything about any type of adjustment?

check your timing would be my first thought.

Assuming you have the ignition timing set with a timing light at 25 degrees BTDC at wide open throttle, we'll go from there. Engine off. Hand throttle wide open. Remove the cotter key from the governor arm link rod above the generator. The length of the carburetor link rod should be such that it just drops down out of the governor arm hole and can be easily reinserted. If it is too short (I think it is) remove the link rod from the engine and straighten out some of the bends to make it longer. 1/8" too long can make a difference. Do this adjustment FIRST and then see what you have.

On the small engines the cross rod from the governor needs bending so that the carburetor rod is just a tiny bit too short.  Your service manual explains this in detail.

If it was fun to pull in LOW gear, I could have a John Deere.
Real pullers don't have speed limits.
If you can't make it GO... make it SHINY

I had the vertical rod rust up on one..be sure all the actual linkage is free...or the wrong parts will or will not adjust..Mark   then do the bend thing..
