You should check the trottle rod if she is engaged or the blower trap is closed

Remove the valve cover and insure that all of the linkage is not gummed up. The GM is timed by adjusting the unit injectors. You will need the  procedure from the Owners manual.

Use 90 wt in finals and trany - or 90 trany 120 in finals
You need to be sure your getting fuel to injectors - it has 2 sets of filters - primary and secondary - also a return line on block to send excess fuel back -
should have fuel gauge to give a pressure off primary pump - injectors are timed with a timing gauge - plug gauge that fits in top of hole in injector and rocker is set so a clearance or rise is calculated with the gauge .
Somewhere now i have a file I am going to transfer to disc of HD5 manual - got the copy done but now need to burn the discs

You might try some starting fluid, especially if it has been sitting for a while.. Take the valve cover off and make sure the injector fuel rods are free, if you have a friend familiar with 2 cycle Detroit's it would help !!   They will "run away" if not handled properly !!

bes sure to check the bushing in the small gear on side of the trany on its separate shaft . they go bad and create problems
also there is a brass bushing in the  master clutch housing - that needs to be a close tolerance and greased regularly
