I have a newer Simplicity garden tractor that surges hunts against the governor at high idle. The valves are correct the spark is good. Fuel system is clean, no clogged fuel cap. I ran 1/2 a tank of fuel through the mower with sea foam in it, still surges at high idle. The mower seems to level out under a load and operate okay, but may be a little down on power, but only marginaly. The fuel selinoid on the carb bowl works. I did notice while running the fuel filter was or appeared empty, now after setting all nite its full. Could this be bad fuel? Or maybe a bad fuel pump? This is a Intek 24 horse extended service engine. Any suggestions? Thanks in advance

Make sure you don't have any blockage in the fuel tank inlet. Could be the reason why the filter was empty...

These are great engines but they are notoriously fussy about the quality of the fuel in the tank. I would remove the carburator and blow it out. I'm betting there is some gel in the float bowl. (I work at a simplicity dealer)  This is a very common problem early in the year because very few lawn tractors are prepped for storage. Good luck to you!

I had similar issues with a twinc cyl 18hp Briggs. I could smooth it out with a bit of choke. Being hard headed I was running pump gas with 10% ehtanol in it and adding Sta-bil ethanol treatment.
This year I went back to no thanol gas and the problem seems to have gone away.

 I AM A BRIGGS DEALER, YOU NEED TO STATIC ADJUST THE GOV. IT IS VERY EASY TO DO. 1st GRAB THE THROTLE LEVER ON TOP OF THE CARB. OPEN IT TO THE WIDE OPEN POSITION WHILE DOING THAT NOTICE WHICH WAY THE GOV. SHAFT TURNS (CW OR CCW) 2nd LOOSEN THE CLAMP BOLT ON THE GOV SHAFT AT THE BLOCK 3rd HOLD THE THROTLE SHAFT ON TOP OF THE CARB WIDE OPEN, WHILE HOLDING THE THROTLE SHAFT, GRAB THE GOV. SHAFT AT THE BLOCKWITH A PAIR OF PLIERS AND TURN THE SHAFT IN THE SAME DIRECTION THAT IT TURNED WHEN YOU TURNED THE THROTLE ON THE CARB.(CW /CCW) . NOW WHILE HOLDING THE THROTLE AT THE CARB WIDE OPEN AND THE SHAFT TURNED ALL THE WAY (CW / CCW) TIGHTEN THE BOLT AT THE GOV SHAFT. !!!!! MAKE SURE THE ENGINE IS NOT RUNNING   THIS SHOULD STOP THE HUNTING

Okay simplicity there is a screw with a spring at the front upper right of the carburetor, suppose it is a idle adjust,and a flat molded at the lower travel of the throttle shaft figure its the high idle stop?  The problem is with the throttle is with the throttle lever in low the throttle shaft is not against the idle adjust screw. The spring holds it open? has the tab at the back of the throttle control barket bent? or is the governor spring loaded, as the governor shaft travels about an 1/8 of a turn either way but has no spring pressure on it. What holds the throttle shaft against the low idle adjust screw?

Adjusting the governor as Simplicity said should take care of that. It sounds like the governor is out of adjustment. That could cause it to not hold back to idle position. Also check to make sure there are no leaves, sticks, or other debris in the governor assembly. If something is hitting it, it can cause binding and improper operation. Just make sure that the governor spring is attached at both ends and not broken or badly distorted. I do not recommend disassembling any of that area, as it is easy to bend something, and then it will be very hard to get back into adjustment. Try resetting the governor first, and see if that fixes it. If not, you still may have a fuel flow problem with varnish or something in the fuel tank outlet.
