How does the hand clutch work? I have a service manual, but what does the handle move to release the clutch? I think the springs are to short.

It releases the clutch allowing the shaft to spin

It's a Lambert set up I believe. Like the Lambert brakes on a VAC Case kinda. There are ball bearings set in a teardrop shaped groove. When you pull the handle, the balls climb up to the narrow end of the groove and push the clutch out to release.
