I'm looking to purchase the hydraulic filter within the tank of an HD4. Anyone have any idea where I can purchase one?

I believe the Part number is 3031996

I would suspect any local auto parts store may have one. Take your old one to them so they can cross reference it. I am going to do that with mine that I have to replace. norm

Zero on hand. Why is an hd4 not in their list of equipment?

are you sure it's a filter and not a screen strainer of some type - if in the tank i would say it's a screen . 
remember that machine is 45 years old or so - MINNPAR was a supplier of parts for a lot of machines of AC industrial line and fork trucks .

Ya it's a steel canister with holes throughout. Inside there is pleated filter paper.

A steel canister with holes  - and pleats - I will almost bet a $1 it't a suction strainer . 
 If it was a filter it would need a solid outside to build pressure to force oil through pleats . 
A filter would be on return side of system - a strainer on intake to pump . . 
 Check and i think you will find the pleated material is a metal screen .

John F...I know this is an old post but , I was looking for one also to find this filter not available anywhere right now, but matching up its size exactly, but a larger center hole is Wix number R44F03C..this filter is a 30M screen and is a hydraulic filter..I just used a larger washer above the spring for installing.
