When you mention 'Foot Starter' are you talking about the Model B farm tractor, or one of the B Series Garden Tractors ?
Eg B-10, B-110, B-212 etc.

Sounds like your referring to the Model B full size farm tractor. If so, your in the wrong thread but I can help ya out. Let us know if that's what you have.
On voltage regulators the "L" is for "Load", which means you can run a circuit off of that terminal to feed a switch or component. AC used to use the Load terminal to power up the Headlight switch on the "D" series Tractors. "F" is Field which runs to the Field post of the Generator, and "B" is of coarse the Battery lead from the Neg (-) side of the Ammeter. As far as a foot switch, follow the diagram Art provided.
