I just got my c back together after 3 years. It cranks easy, but wont run right. It seems to either idle or go wide open. I have to choke it to run and can't open choke all the way. It is like it never warms up. And two notches on throttle starts it good, but one more notch is wide open, there is no in between. Does that sound like a governor issue, or carb? Thanks, you guys are always helpful on here!!

Sounds like a linkage from the governor to the carburetor issue.

Probly have to bend the cross over arm.

When the throttle lever is in the idle position you need about 1/16" miss alignment pushing the butterfly on the carburetor closed. The butterfly is held open a crack for idle with the stop screw on the back side of the carburetor. When at Idle the governor holds the butterfly closed. As you push the lever forward the governor spring works against the spinning weights that try to hold the butterfly closed and open it for a higher rpm. Your governor spring probly has a steel dowel in the center that with the lever all the way back is holding the governors cross over arm tight against the linkage holding the butterfly closed against the stop screw. Moving the lever some would let the governor arm to move to an unadjusted location.
