I can not figure out how to set the parking brake. Does seem as it would be easy to find. I am assuming something is missing..

Where should I look?

Also What is the right side Heel pedal for?

Right side heel pedal is the differential lock.
The parking brake is an "L" shaped rod/handle on the left side of the transmission just aft of the clutch pedal.
An optimist sees the glass as half full. The pessimist sees the glass as half empty. The engineer sees a glass with double the required capacity.

I have a bracket but no rod....
