I have a Series IV D17. The other day I started it up and could hear a high pitched whistle that seemed to be coming from the hydraulics. Tonight we were going to try and figure out what was wrong, I moved the position control lever and the traction booster lever to see if it would make the noise stop, but now there is a loud grinding noise that doesn't stop. The position control lever is now very hard to move and doesn't seem to do anything. The rams are fully extended and will not go down at all.
Any thoughts?

Fluids should be ok, but I can't properly check the hydraulic fluid because I can't collapse the rams.

The noise its making now is the same one you would get if you were using the remotes and kept the lever engaged after the implements cylinder was fully extended or collapsed. Except it wont stop.

Check that the traction booster linkage is not pushing against the valve on the underside of the console.

There is a piece that sticks up between the traction booster linkage and the position control linkage that is against the valve.

Your pic is what mine looks like. How do I un-stick it? I don't use the tractor to plow so I don't need the valve to work just to stop making the noise. Would the traction booster valve stop the 3point from going back down?

The cap can be removed from the rear of the TB valve, see pic.

Squirt some penetrant on the stem and work it back and forth.  Might be a bit tedious to do, but if it's hung up, that's what needs to be done.
 
Again, like others have mentioned, make sure that all the linkages are free and not rusted tight or bound up.

Thanks, and the only lever that is hard to move is the position control lever.

Sorry, one more question. Take off the cap that the pic is pointing to or the one below it? Thanks for all your help. Grandpa didn't know what to do so I was at a loss.
