  On WC, moving the magneto away from the engine block does that advance or retard the timing?

retard, I do believe. I believe the shaft turns clockwise as you face forward looking at the back of the gov housing.

If the slot in the drive, isn't horizontal, when at TDC, you won't get enough movement out of the mag to get the timing right.

I was taught to turn the mag closer to the block when starting my WC, then rotate it out a bit once running. If this is correct, then I believe that the answer to your question is "advance".

I second Dave's answer, tipping the top of the magneto away from the block advances the timing, tipping the top of the mag toward the engine block retards the timing.
